Program Objective and Implementation Plan

 

1. Objective and Implementation Plan in Fiscal Year 2008
1) Objective
The main objectives of this funded project (3 year project adopted and funded by the Ministry of Education, Culture, Sports, Science and Technology) in the fiscal year 2008 are to establish an implementation framework in and outside our college for developing a practicum and seminar model on islands; to evaluate an on-island practicum which took place at the Miyako islands in the fiscal year 2008 for enhancing efficiency of an on-island practicum which will take place in the fiscal year 2009; and to arrange human and physical resources such that include training of a support staff and improvement of students’ training environment. Therefore, we organize “the Committee for the Promotion of Miyako Island Training” and “the Coordinating Council for the Guidance of Miyako Island Training,” and appointed an on-island practicum coordinator and a volunteer coordinator. “The Committee for the Promotion of Miyako Island Training,” along with college instructors, develops an on-island practicum and seminar model. “The Coordinating Council for the Guidance of Miyako Island Training” provides useful information for workshops related to on-island practicum guidance and for development of the training model. The Miyako island practicum coordinator plays significant roles to coordinate between college instructors and what takes place in islands, so that the most suitable staff needs to be recruited. The volunteer coordinators are promoters of a volunteer organization which helps island residents cooperate for and participate in education for students; a proper individual needs to be reserved for this duty.

2) Implementation Plan
For the implementation plan of the fiscal year 2008, 5 items are proposed in order to achieve the objectives which are introduced above.
(1) Establishment of the Frameworks for Project Enhancement and Evaluation as well as Implementation of Relevant Meetings
(2) Analysis of Issues Hitherto Revealed in Terms of Practicum and Guidance in the Model Island (Miyako Island) and the Formulation of Practicum and Guidance Plans for the Next Fiscal Year
(3) Establishment of the Project Enhancement Framework in the Miyako Island and Implementation of the Educational Skill Support Program for the Field Staff
(4) Coordination of Field Training Environment Based on the On-Island Practicum and Guidance Plan for the Next Fiscal Year
(5) Arrangements of Report on the Project in the Fiscal Year 2008 and the Evaluation Meeting

2. Objective and Implementation Plan in Fiscal Year 2009
1) Objective
In the last fiscal year, the “On-Island Practicum Model” was developed; the implementation framework was established in the College and on the model island (Miyako Island). The main objectives in the fiscal year 2009 are following 3 items.
(1) To Apply and Develop the Model for 6 Subjects of On-Island Practicum; and to Implement Preliminary Research on Applicability of the Model to Other Island Cases
(2) For the Purpose of Students’ Effective Learning of “Local Perspective” “Cooperation Ability” “ICT Application” in On-Island Practicum: to Fully Activate Implementation Frameworks (in the College: “GP Promotion Committee” “GP Instructors Team” “Administrative Office GP Team” “Symposium Working Group” and in the Model Island (Miyako Island): “Volunteer Coordinator and Training Coordinator” “Committee for the Promotion of Miyako Island Training” “Coordinating Council for the Guidance of Miyako Island Training” “Miyako Residents Volunteers,” to Promote Collaboration of these Organizations, and to Promote On-Site Training Cooperatively
(3) To Evaluate Students, Practicum Instructors of the College, Training Instructors in the Model Island and Resident Volunteers who Support the Students Referring to Expected Outcomes
              This project was evaluated by the “Self Assessment and Evaluation Council” as well as “GP Evaluation Council” which includes external examiners.

2) Implementation Plan
For the implementation plan of the fiscal year 2009, 8 items are proposed in order to accomplish the objectives which are introduced above.
(1) External Evaluation of Activity Outcomes in the Fiscal Year 2008 and FD Activities for All College Instructors
(2) Promotion of the On-Island Practicum and Education Program
(3) Evaluation of the On-Island Practicum and Education Program
(4) Arrangement of Regular Review Meetings by the Miyako Training Instructors Team and the GP Instructors Team on Agendas of On-Site Practicum
(5) Arrangement of Workshops for Improvement of Teaching and Training Skills of the Miyako Training Instructors Team
(6) Preparation of Educational Environment and Learning Support for Students by Resident Volunteers
(7) Arrangement and Publication of GP Related Meetings in the College, the Committee for the Promotion of Miyako Island Training, the Coordinating Council for the Guidance of Miyako Island Training, Coordinators Meetings, Evaluation Meetings and Report Sessions
(8) Preliminary Research on Applicability of “On-Island Practicum Model” to Other Island Cases

3. Objective and Implementation Plan in Fiscal Year 2010
1) Objective
In the fiscal year 2008, the on-island practicum model was developed for this funded project. For implementation of the project, the GP promotion framework was established in our college and the model island (Miyako Island). Educational environment for implementation of on-site practicum and education program was also established (reference 2-3-1). In the fiscal year 2009, the model was applied to the on-island practicum and educational model; what the students, college instructors in charge of the training, training instructors in the model island and resident volunteers accomplished was evaluated. In the current fiscal year – which is the last year of the project – while the on-island practicum and education program are implemented, overall program evaluation is conducted. The evaluation focuses on strategy to continue the project in the model island and applicability of the model to other island cases. This project is evaluated by “Self Assessment and Evaluation Meeting” as well as “GP Evaluation Meeting” which includes external examiners.

2) Implementation Plan
For the implementation plan of the fiscal year 2010, 7 items are proposed in order to accomplish the objectives which are introduced above.
(1) External Evaluation of Program Outcomes in the Fiscal Year 2009 and Improvement of Education Methods
(2) Cooperation between the Miyako Prefectural Hospital and Our College for Development, Implementation and Evaluation of the Training Program for Island Training Instructors
(3) Enhancement of Residence Volunteer Autonomy for Students’ Learning Support
(4) Arrangement and Publication of GP Related Meetings in the College, the Committee for the Promotion of Miyako Island Training, the Coordinating Council for the Guidance of Miyako Island Training, Coordinators Meetings, Evaluation Meetings and Report Sessions
(5) Promotion and Evaluation of the On-Island Practicum and Education Program
